图克的《通货原理研究》就是对皮尔法案的评论。以图克为代表的银行学派的主要观点有二：一是就英国的状况而言，按照银行业的做法，特别是在英格兰银行的正确领导下，银行券具有可兑换性，就足以确保资本主义制度所能做到的货币稳定；二是即使情况不是那样，也没有理由来单独管制银行券，因为存款会引起同样的问题。《通货原理研究》内容有英格兰银行没有能力增加发行额、论通货数理和商品价格之间的关系、论利率和物价之间的关系、发钞银行和非发钞银行之间的区别等。

This book mainly describs the connection of the currency with prices,and the expediency of a seperation of issue from banking by Thomas Tooke.

作者简介

托马斯·图克（1774—1858年）是英国著名的资产阶级经济学家，自由贸易运动的杰出代表，李嘉图货币理论的批判者，英国银行学派的创始人和主要代表人物之一。图克的《通货原理研究》就是对皮尔法案的评论。

Thomas Tooke (28 February 1774–26 February 1858) was an English economist known for writing on money and economic statistics. After Tooke's death the Statistical Society endowed the Tooke Chair of economics at King's College London, and a Tooke Prize.In business, he served several terms between 1840 and 1852 as governor of the Royal Exchange Corporation.
