This chapter first refutes the traditional understanding of "rule of man" and "rule of law", and proposes that the difference between the two lies in the "nature of the force and norms used to maintain order". There is no "law" in rural society, but there is "rule by etiquette": tradition maintains the norm of "etiquette", which is in line with the "hierarchical pattern" of rural society, influencing others through constantly overlapping and spider web like social relationship networks, and thus creating a suitable ruling order in the entire society. In contrast, in the rapidly changing modern society, the effectiveness of tradition is very small - this is easy to understand, because the changes in modern society are too rapid, and "tradition" will not be applicable from generation to generation, so it will be quickly abandoned.
