This chapter mainly explains why rural societies pursue "no litigation". Rural society is a society governed by etiquette, which is the adherence to rules. The ideal state is for everyone to consciously identify with and abide by rules, internalize them as conscience and habits, without external supervision. Therefore, the so-called mediation in rural areas is actually an educational process. In rural society, the most ideal means of maintaining order is education rather than litigation. On the other hand, in modern society, the purpose is not to educate, but to define and protect rights. In the process of transitioning from rural society to modern society, the current judicial system has had a very special side effect in rural areas, which has disrupted the original order of ritual governance but failed to establish an effective legal order. The establishment of a rule of law order also requires reforms in social structure and ideological concepts.
