By what means other people deprive themselves of their liberty, and by what means they have the right to strive for the authority obtained by freedom and power, they are not equal to rights, and only the people have the obligation to obey the legitimate authority can they obey the strongest person. If they want to be the perpetual master, they must transform their strength into rights and obedience into obligations.
