The problem is that the intended antecedent is in passive voice—the wrong grammatical form. To serve as an antecedent for "do that" (or "do this" or "do so"), a verb has to be in active voice. -Rather than rewrite the first sentence to provide a usable antecedent, the reviser discarded the pronoun. In B-version "to do that" was replaced with the phrase it was meant to represent, "to bring China down."
