University philosophy
4. The state and society have a realistic expectation of universities, which provide graduates for those occupations in the field of public service that require scientific research ability and academic training.
5. Without such a will, it is impossible for man to reach the acme of his thought with all his might. In this sense, universities are naturally institutions that serve practical purposes. But it achieves these ends by the efforts of a special spirit, which at first transcends these practical ends, and which does so only to return to them later with greater clarity, with greater force, and with greater calmness.
6. The university, then, is an institution for those who are dedicated to the exploration and dissemination of scientific truth. Because truth can be obtained through systematic research, scientific research is the first priority of universities. Since the scope of truth is much wider than that of science, the scientist must devote himself to the exploration of truth as a person, not just as an expert
