The government is merely the executor of the will of the sovereign, the citizen. This view of Rousseau, at the time of the "divine right of the sovereign", was no doubt a thunderclap. Although it cannot be said that Rousseau's thought directly led to the French revolution, it was Rousseau's theory of government that removed the lie of "I am the state" and let the ideas of democracy, freedom and equality sweep across Europe, thus opening the whole modern human society.
