    The seminal eco­nomic work by the erudite and multi-​​talented William Petty, in which he con­siders the best tax policies for pro­moting growth. He pro­poses use of the tax and spend method, with emphasis on taxing con­sumption and imports rather than income. In his view tax policy should be used to finance public spending by the State while keeping the accounts balanced.

  • 威廉·配第(1623年5月27日-1687年12月16日),哲学家,英国古典经济学家。威廉出生于一个布商家庭,大学时期曾分别于阿姆斯特丹、巴黎和牛津学医,从事过很多职业,最终成为一个给病人看病的医生。威廉取得医学博士后,到了伦敦大学执教,并被选为布雷塞诺斯学院副校长。后来,他担任英国驻爱尔兰总督的随军医生,开始其政治生涯。他之后出任了爱尔兰土地分配总监,又当选为爱尔兰国会议员。查理二世上任后,封威廉为男爵。不过当詹姆斯二世继位后,威廉得不到君主的赏识,自此退出政坛。 他有一种强烈的人文关怀精神,利用业余时间研究、调查社会经济现象和问题,就有关国计民生的重大问题对英国决策者经常提些经济政策建议。而且他还认为应该尽快就此建立一门新学术,他称之为“政治算术”。因此,他被马克思誉为“政治经济学之父”。

    William Petty (26 May 1623 – 16 December 1687) was an English economist, scientist and philosopher. He first became prominent serving Oliver Cromwell and Commonwealth in Ireland. He developed efficient methods to survey the land that was to be confiscated and given to Cromwell's soldiers. He also managed to remain prominent under King Charles II and King James II, as did many others who had served Cromwell. He was Member of the Parliament of England briefly and was also a scientist, inventor, and entrepreneur, and was a charter member of the Royal Society. It is for his theories on economics and his methods of political arithmetic that he is best remembered, however, and to him is attributed the philosophy of 'laissez-faire' in relation to government activity. He was knighted in 1661. He was the great-grandfather of Prime Minister William Petty Fitzmaurice, 2nd Earl of Shelburne and 1st Marquess of Lansdowne.
